The Advisory Committee on the Council of Europe Framework Convention for the Protection of National Minorities has published new opinions on the situation of national minorities in Montenegro and Bulgaria, offering recommendations to the authorities of both countries.

Commitment to Minority Rights

Despite political and societal turbulence over the past five years, Montenegro remains committed to upholding minority rights, according to the Advisory Committee. The country continues to define itself through its diversity and interculturalism, actively promoting the cultures, identities, and participation of national minorities, even in challenging social conditions.

However, the Advisory Committee stresses that genuine efforts are needed to stabilize and improve interethnic relations, which have been strained in recent years. Authorities are encouraged to take further steps to foster trust and cooperation among different ethnic groups to ensure lasting social cohesion.

Framework Convention overview

The Framework Convention for the Protection of National Minorities is the most comprehensive European treaty focused on protecting the rights of national minorities. It is a legally binding multilateral instrument monitored by an Advisory Committee of independent experts. The treaty, which entered into force in 1998, is currently in effect in 38 states.
